The
increasing number of Base Telephony Station (BTS) for mobile telephony
has given rise in local administrations to the need of ruling installation
and operation of radio telecommunication equipments for plants (already
working or to be carried out), that must be planned with special
attention to the quality. |

Particularly, studies and analysis must be performed to:
• plan and regulate all sources of electromagnetic fields on the territory,
in order to ensure a higher level of protection of public health and
the environment from dangerous exposure to these fields;
• ensure full and timely implementation of rules and laws for regulation
of exposure to EM emissions;
• verify and provide information, monitoring, control, rationalization
and restructuring actions of the BTS, in order to help and protect
the environment and the population from exposure to electromagnetic
fields generated by these plants;
• ensure the introduction of BTS on the territory through rational
planning and optimization of the interventions provided by Mobile
Operation Companies in agreement with local administrations, by pursuing
policies of minimizing the impact on population, environment and territory.
In order to achieve the outlined targets, Norman Research supports
local administrations with the fulfilment of the following activities:
1 -Identification and representation of the actual layout of facilities
for radiotelecommunications already working on a specific territory
and additional BTS needed to be installed by Mobile Operators.
2 -Identification and representation of sites deemed as "sensitive"
(schools, hospitals etc..) present on the territory for which is necessary
to place greater emphasis for minimizing exposure to radiation.
3 - Monitoring of the EMF values by spot measurements performed in
different points of the area and following the protocols of measurement
required by law.
4 - Processing with certified software in order to forecast the impact
of new installations.
5 - Identification of new possible sites where installing BTS.
6 – Supporting administrations and Mobile Operators in drawing up
the plan for further installations.
7 – Supporting to the local administrations in the issuing specific
plans "for the installation, monitoring, control and rationalization
of radio base stations systems."
